No, but you need to bleed the air out of it if you remove it from the line. Unless its bad, then replace.

Only if it is bad .. Does the Master Cylinder leak? If it doesn't leak, you shouldn't have to replace it.
It should be inspected for leaks and tested to insure it functions OK. Usually the master cylinder is located under the hood, on the firewall, drvrs side, up high. So it's replacement isn't directly related to the labor cost for clutch replacement.

However, in some cases, the slave cylinder is inside the transmission housing %26amp; replacement while doing the clutch would make sense.
Master cylinder can be changed at any time, so unless it's bad now don't bother. But if the slave cylinder is the type that's built into the throwout bearing, I would change it while you're doing the clutch. It might prevent taking everything apart again a little later.
No, it doesnt, only reason for changing master cylinder is if visibly leaking, or if problems with clutch pedal, like no pressure, if its not a line or slave cylinder. But my question is how are you on second clutch on a 2005 vehicle?
they ain't related. Why would you even think of changing the master cylinder. Why are you replacing the clutch a second time on an 05 car? Is this a car I want to avoid? I'm glad you've got the love affair with it cause clutch changes ain't cheap. If you're referring to the slave don't replace it, but you'll have bleed it when you're through with the job.
